FPT University ensures a comprehensive and participatory governance system in which decision-making is conducted through a structured framework that includes representation from stakeholders of the institution.
FPT University guarantees inclusive governance and participatory decision-making through a formal governance structure with stakeholders representation, as stipulated in the University Charter and the Internal Governance Regulations (2021, revised in 2024).
The comprehensive governance system of FPTU ensures alignment and consistency in the university’s decision-making and strategic planning processes.
The governance system of FPTU operates under the Regulation on Organization and Operation of the University, issued by the President of the University Council on November 9, 2023 (Decision No. 1177/QĐ- FPTU).
FPTU’s governance system also adheres to the framework of the Educational Organization Management System (EOMS) ISO 21001, for which the university obtained certification in 2022. Implementing this standard enables the university to meet the needs of learners and other stakeholders
The highest governing body of the university is the University Council.

The Expanded University Council
The Expanded University Council includes officially elected or appointed representatives from key internal constituencies:
- Faculty Representatives: Elected by the Academic Council under the Training Department at each campus for a two-year term.

- Union Representatives: Selected through nominations from trade union officers at each campus and approved by the Council for a two-year term.
- Student Representatives: Elected representatives from the Student Association and Youth Union, chosen through their congresses in accordance with Decision No. 1038/QĐ-BGDĐT (2020) issued by the Ministry of Education and Training on student governance.

- Alumni Representatives
Alumni representatives have been stipulated in the quality partnership process 10-QT/ÐH/HDCV/FE, issued on 24 April 2023, updated on 13 October 2024.
These representatives are in many cases alumni working in FPT corporation’s member companies, with conditions to be associated with the school.
During Council meetings, all representatives present reports and discussion papers on strategic, planning, academic, and financial matters.

Regular meetings of the Expanded University Council are held periodically to draft and review strategic directions, supplemented by thematic sessions focusing on academic issues, stakeholder coordination, and staff and student welfare.

This comprehensive governance mechanism of FPTU ensures that decision-making and planning processes are inclusive, coherent, and representative at all levels — guaranteeing that the voices of students, lecturers, and staff are heard and integrated into institutional governance.
